liquid roof application in sub zero climate

Question

The information section on Pro Flex Primer stated the application process is not recommended in climate zones that experience sub zero temperatures. I live in Colorado with -30 F winter temperatures. Can I use Liquid Roof? Should I avoid the Pro Flex Primer application and just sand and clean the old build up?
